This is かき揚げ丼（Kakiage-don): a rice bowl topped with かき揚げ(kakiage). かき揚げ(kakiage) is a kind of てんぷら(Templa): usually vegetables, fish and seafood which are dipped in batter and deep fried in vegetable oil. That's one of the traditional fast-foods in Japan.
The super-bowl of rice is topped with so big kakiage that it cannot be fitted by the lid! At this restaurant, the kakiage is consist of seafood: shrimp and squid.
"天健(Tentake)" is a small restaurant and might not be listed on major guidebooks, but it is loved by local people.
